Lawyers for Justice, in collaboration with the “Al-Baidar” Organization for the Defense of Bedouin Rights, announces the release of its human rights report (Shadow Report) submitted to the Human Rights Committee, entitled:
“Systematic Violations of Civil and Political Rights Against Palestinian Bedouin Communities in Area C”
The report covers the period of 2025–2026 and focuses on the human rights situation in Area C of the West Bank. it highlights systematic policies that infringe upon the core of civil and political rights, including the right to life, housing, freedom of movement, and equality before the law.
Key Pillars of the Report:
- General Context of Bedouin Communities in Area C: The report reviews the demographic and historical reality of these communities and their living conditions under policies of marginalization, lack of legal recognition, and restrictions on access to land, resources, and essential services.
- Legal Framework and Implementation of the ICCPR: It discusses the applicability of the International Covenant on Civil and Political Rights (ICCPR) to the Occupied Palestinian Territory (OPT). It analyzes the international legal position and the gap between legal obligations and practical reality, specifically regarding the responsibilities of the Occupying Power.
- Violations Linked to Fundamental Rights: The report documents multiple patterns of violations, including:
- Structural discrimination and lack of equality.
- Violations of the right to life and physical integrity.
- Arbitrary detention and infringement on personal liberty.
- Restrictions on freedom of movement.
- Arbitrary interference with private life and home demolitions.
- The Structural Nature of Violations: The report asserts that these violations are not isolated incidents but rather constitute an integrated system of policies and practices designed to create a coercive environment, leading to the gradual forcible transfer of Bedouin communities.
- Field Testimonies: The report includes direct documentation and testimonies from members of Bedouin communities, reflecting the daily reality of violations—including violence, movement restrictions, and difficulties in accessing education and health services—and their specific impact on women and children.
Conclusion and Recommendations
The report presents a set of recommendations directed to the United Nations Human Rights Committee, most notably:
- An immediate cessation of demolition policies and forcible displacement.
- Ensuring the effective protection of civilians.
- Lifting arbitrary restrictions on movement.
- Ensuring accountability for violations.
- Empowering Bedouin communities to live in dignity and security.
