Statement Issued by Lawyers for JusticeLaunching of the Report: “Social Movements in Palestine: The Experience of Civil Action and Legal Protection Frameworks”

Lawyers for Justice announces the launching of its new human rights report entitled:
“Social Movements in Palestine: The Experience of Civil Action and Legal Protection Frameworks.”
The report covers the period from 2015 to 2025 and examines the development of civil and labor movements in Palestine, as well as the legal and political challenges they have faced amid increasing repression and restrictions on freedoms.

The report is structured around four main themes:

  1. The Emergence and Development of Social Movements (2015–2025):
This section addresses the historical and political context in which these movements emerged and evolved, particularly in response to governmental policies.
  2. Legal and Constitutional Protection of Social Movements:
This section examines the safeguards enshrined in the Palestinian Basic Law, the Public Assemblies Law, and other national legislation related to civil and labor action, in addition to the international obligations incumbent upon the Palestinian Authority following its accession to international conventions. It highlights the gap between legal texts “in theory” and their actual implementation on the ground.
  3. The Impact of Repression on Social Movements:
The report discusses patterns of systematic repression and their direct impact on the decline of civil action and the shrinking space for freedom of expression and peaceful protest, as well as the challenges this poses to the development of these movements.
  4. Case Studies:
The report includes documented case studies of several prominent social movements, including:
  • The Teachers’ Movement
  • The “Tal‘aat” Movement
  • The Justice Movement associated with activist Nizar Banat

Conclusion and Recommendations:
The report presents clear recommendations to address the current reality of social movements in Palestine and to ensure their legal and constitutional protection by expanding public freedoms and holding accountable those responsible for violations of civil and political rights.

Lawyers for Justice calls upon human rights institutions, civil society organizations, and official bodies to adopt the findings of the report, work to end all forms of repression against social movements, and guarantee citizens’ rights to freedom of expression and peaceful assembly, in accordance with the Palestinian Basic Law and the international conventions to which the State of Palestine has acceded.
